The "Entry Conditions" made detailed provisions on the construction conditions, production layout, production scale, process and equipment, energy consumption, product quality, supervision and management of building waterproof coiled materials enterprises. Among them, in terms of production scale, the single-line production capacity of newly-built modified asphalt (including self-adhesive) waterproof coiled material project is not less than 10 million square meters per year, and the single-line production capacity of newly built polymer waterproof membrane (PVC, TPO) project is not low. It is reported that at present, there are about 1,500 enterprises with waterproof coil production licenses in China, and 443 enterprises above designated size. The industrial structure of the industry has been in a small, multi-distributed state for a long time, and it has not been able to form an intensive scale operation. Analysts pointed out that the "Entry Conditions" has improved the entry barrier for the building waterproofing membrane industry, which will avoid the vicious competition in the industry to a certain extent and help to improve the overall production and operation quality of China's waterproof materials industry.
